New agreement with Luxembourg on renewable energy
Denmark and Luxembourg continue cooperation. Luxembourg has committed to invest at least DKK 332 million in Denmark’s green transition.

As part of the North Seas Energy Cooperation, Luxembourg is a close cooperation partner of Denmark. And while Luxembourg is a landlocked country, Denmark has a significant potential for offshore wind that can benefit both countries.
Therefore, today Luxembourg has committed to purchase shares of the Danish production of clean energy worth between DKK 332 million and DKK 1.193 million between 2025 and 2030 to help contribute to the build-out of renewable energy in Denmark. Part of the purchase will be dependent on Danish surplus of renewable energy shares in 2030.
“Denmark has a unique position in offshore wind, and by partnering with Luxembourg, we can further our build-out of renewable energy while contributing to EU's renewable energy targets. We have previously had an agreement with Luxembourg on the purchase of renewable energy shares, and I am very pleased that they have chosen to enter into a new agreement with us,” says Minister for Climate, Energy and Utilities, Lars Aagaard.
Denmark has a similar agreement with Belgium. The money from the renewable energy shares will be used to finance further expansion of renewable energy in Denmark.
The agreement was signed at the North Sea Summit in Hamburg, where Heads of State and Government, energy ministers and representatives from Belgium, Denmark, France, Great Britain, Ireland, Luxembourg, the Netherlands, Norway and Iceland took part in the discussions on how to cooperate about expanding offshore wind energy in the North Sea.
Besides the agreement with Luxembourg, Minister Lars Aagaard has also signed the Hamborg Declaration of Energy Ministers, a Joint Declaration of Intent on cooperation projects with Belgium, Germany, the Netherlands and the United Kingdom, as well as bilateral Joint Declaration of Intent on a strategic partnership on Energy with Germany.
These agreements establish the road ahead for building out offshore wind in the North Seas. With a clear focus on implementation, on finding common ground for cost-sharing, and concrete steps on establishing the right conditions across countries, the North Seas Summit sets the tone for the next phase for offshore wind and infrastructure among the signatories.
