Aeven wins landmark KOMBIT contract: Rethinks how Denmark runs its public IT

KOMBIT has chosen Aeven to build and operate a shared operations platform behind the IT that Denmark's 98 municipalities rely on every day. A 12-year partnership worth close to DKK 700 million, setting the standard for how critical public IT is built and run.

Digital services are an essential part of how the Danish public sector operates. Behind the IT solutions used by municipalities every day, stable and secure operations are critical to ensuring that services remain available when citizens and public employees need them.
Part of that task is to secure a modern and stable operations platform that the IT systems will be hosted on. This is where Aeven comes in.
Aeven will build, operate and maintain the shared operations platform beneath KOMBIT's joint municipal IT solutions. The platform will provide the operational foundation for solutions used across Denmark’s 98 municipalities, with a strong focus on security, stability and flexibility. It is, in effect, a new operating model for Danish public IT with KOMBIT as the frontrunner.
A new way to run public IT
What makes this contract stand out is not its size. It is the model.
KOMBIT's procurement strategy set the direction: to separate application development from operations, ensuring that no single vendor controls the entire technology stack. Aeven's approach to operations is a true hybrid cloud, combining private cloud services from Aeven's Danish data centers with public cloud capabilities, seamlessly integrated into a single operating platform.
Multiple application vendors can develop and operate side by side in secure, dedicated environments, each working independently with no access to another vendor's data, while KOMBIT retains full oversight and governance across the entire platform.
This approach creates greater flexibility in how solutions are developed and operated while enabling competition between vendors without compromising security, compliance, or data protection.

Secure operations in an insecure time
Across the Danish public sector, there is a growing focus on strengthening digital sovereignty and reducing dependence on any single technology or vendor.
This is where Aeven plays a natural role. As Søren Lorenzen, CCO of Aeven, puts it, the ambition is to make it as easy to build and operate on Aeven’s platform as on a global public cloud, while providing a foundation designed to meet the security and sovereignty demands of Danish institutions today.
Customers can continue using the technologies they know, adopt European or open-source alternatives where relevant, and have greater control over how their data and infrastructure are managed. Not either/or, but both/and.
The platform builds on proven technology and experience. Rather than starting from scratch with unfamiliar components, Aeven has orchestrated the platform around the technologies it has operated critical Danish infrastructure on for years. The result is a resilient and flexible platform KOMBIT can continue building on for the coming decade.
A platform built to evolve
This is not a one-time delivery. The platform is designed to evolve as new capabilities and technologies emerge, supporting KOMBIT to be the frontrunner in delivering leading IT solutions to frontline welfare staff in Danish municipalities.
