New Partnership with Ukrainian Wind Association to Boost Country’s Green Transition and Ensure Energy Security
The Danish and Ukrainian wind industry associations are establishing a strategic partnership to significantly expand wind energy in war-torn Ukraine. By signing a joint declaration, the two organizations aim to strengthen the country’s energy security and support its green transition.

On Tuesday, Green Power Denmark signed a Memorandum of Understanding with its Ukrainian counterpart, the Ukrainian Wind Energy Association (UWEA), at the annual WindEurope conference in Copenhagen. This agreement outlines the associations’ commitment to collaborate on enhancing Ukraine’s energy security and assist in rebuilding the country’s severely damaged energy infrastructure after years of war with Russia.
"If we can support Ukraine in recovering in any way, we will do so without hesitation. Green Power Denmark is ready to share our world-leading expertise, as well as that of the Danish wind energy sector, in the development and deployment of wind power—because the potential for renewable energy is enormous, and a comprehensive green transition of Ukraine’s energy system is the only viable path to securing the country’s future energy supply. I am pleased that this agreement will strengthen cooperation between Danish and Ukrainian energy companies and contribute to enhancing Ukraine’s energy independence and security," says Kristian Jensen, CEO of Green Power Denmark.
Before Russia’s invasion, Ukraine’s electricity production was dominated by nuclear power, coal, and gas, making the country’s energy system inflexible and highly dependent on imported energy. The reconstruction of Ukraine’s energy system presents an opportunity for a sweeping green transition, including the expansion of solar and wind power, both onshore and, eventually, offshore in the Black Sea.
UWEA Chairman Andriy Konechenkov looks forward to the collaboration, which will help prepare Ukraine’s energy sector for a greener future and a more secure and resilient energy supply.

Wind power is not only about energy - it is about resilience, independence, security, and peace. Denmark is a world leader in wind energy, and we are proud to strengthen our partnership with you," says Andriy Konechenkov.
The partnership will involve the exchange of expertise and hands-on experience in wind energy development. Additionally, Green Power Denmark and UWEA will establish training programs, workshops, and study tours for Ukrainian energy stakeholders.
"Danish expertise, technology, and investment can help Ukraine develop both onshore and offshore wind energy. Green Power Denmark’s support is a powerful signal that Ukraine is ready to move forward despite the challenges we face," says Andriy Konechenkov.
"Ukraine has set an extremely ambitious goal to expand its supply of green and independent energy, including wind power, by 2030. We have the tools and know-how to help achieve this target. There is no time to waste and no reason to wait for the war to end. By strengthening cooperation now, we ensure that Ukraine is in the best possible position to continue its green transition in the long run," adds Kristian Jensen.
The new agreement between the Danish and Ukrainian wind industries builds upon an already strong energy partnership between the Danish and Ukrainian authorities. Since 2014, the Danish Energy Agency, in collaboration with the Danish embassy in Ukraine, has provided practical expertise and supported the development of Ukrainian knowledge and capacity in areas such as energy efficiency, long-term energy planning, and the integration of renewable energy—particularly wind and solar—into Ukraine’s energy system.

- On April 7, Green Power Denmark and the Ukrainian Wind Energy Association (UWEA) signed a Memorandum of Understanding, establishing an ambitious collaboration between the two industry associations.
- The partnership builds on the strong energy partnership between Denmark and Ukraine, which was established in 2014. This collaboration is led by the Danish Energy Agency and is anchored in Ukraine’s Ministry of Energy and Ministry of Infrastructure.
- Since Russia’s invasion of Ukraine, Denmark has provided urgent technical assistance and energy equipment to the war-torn country to strengthen its energy security.
- Ukraine has set an ambitious target of expanding its renewable energy capacity by 24 GW by 2030.
- Danish companies are already assisting with the expansion of renewable energy in Ukraine. Wind turbine producer Vestas is among the companies actively engaged in developing wind energy in the country. Most recently, Vestas received an order to supply 64 wind turbines with a total capacity of 384 MW as part of the Tyligulska project, which will have a total capacity of nearly 500 MW when fully established.
