Denmark's largest tendering procedure for offshore wind power is launched
The procurement procedure being announced by the Danish Energy Agency could entail a massive increase in Danish offshore wind capacity. The procurement procedure will enable establishment of a minimum of 6 GW offshore wind power, to be completed in 2030.
A major procurement procedure for new offshore wind farms is being launched today. The procurement procedure is divided into six sites in areas: North Sea I, the Kattegat, Kriegers Flak II and Hesselø. It makes it possible to construct a total capacity of at least 6 GW located as follows:
- Minimum 3 GW in North Sea I (broken down into three farms)
- Minimum 1 GW in the Kattegat
- Minimum 1 GW in Kriegers Flak II
- 0.8-1.2 GW in Hesselø.
"We're delighted to announce the largest offshore wind procurement procedure in Denmark to date. This is a massive investment in the green transition," says Kristoffer Böttzauw, director general at the Danish Energy Agency.
Possibility of overplanting and Power-to-X
Besides the 6 GW, tenderers have the possibility of overplanting. In other words, tenderers can erect more wind turbines, and in total, there will consequently be an opportunity to establish up to 10 GW or more. This can potentially mean green electricity corresponding to the consumption of more than 10 million Danish and European households, although the green electricity could also be used for hydrogen or other Power-to-X products to replace fossil fuels.
Denmark today has a total installed capacity of 2.7 GW offshore wind power, and the Thor Offshore Wind Farm currently under construction in the North Sea will supply a further 1 GW when it is scheduled for completion in 2027.
Realisation of the minimum 6 GW will therefore be a significant increase in total Danish offshore wind capacity, and with the possibility of overplanting, the stage is set for a massive boost.

To take account of the public procurement principle of equal treatment and transparency, all communication with interested market players will be through the EU-Supply portal. For the same reason, the Danish Energy Agency cannot provide the details of the tendering procedure before all information about the tendering procedure is made available on the portal.

- The procurement procedure is implementation of the supplementary agreement between the Government and a majority of the Danish Parliament (the Folketing) on 30 May 2023 on the procurement framework for 6 GW offshore wind power and a further 3 GW from Bornholm Energy Island.
